Badhakesh where it sits cause obstacles or where it aspects those houses also will come under problems?

What if a house is aspected by a karaka, let say Scorpio Lagna Mars aspecting 4th H ( Aquarius sign) from its 4th aspect, which is a karaka of land type property, but aspecting to inimical sign. Should it be considered good for property or bad for property?
