Does strength of a planet in d9 have any effect on the Md of that planet? And do we need to see d9 for dasha analysis?

Namaste sir I came across a chart of a boy and girl whose 7th house was beautifully placed (7th lord with 2 natural benefics in both the cases) which is a very rare occurrence. But their ashtakoota milan was only 8.5/36. What would you suggest?
