According to 3 golden rules of Gochar if house ruler of any house transits over lagnesh then the event will occur pertaining to the signification of that house..but what if the ashtakvarga score is low(below 4) in that sign in which lagnesh is placed . Will the event still occur?

Sir my question is regarding Parivartan yoga between the 4th house lord and 7th house lord in lagna chart. For example if for Taurus Ascendant Lagna , sun(4th lord) sits in 7th house and Mars(7th lord) sits in 4th house. In the Mahadasha of Sun, will we get results of 4th house and 7th house only? Or we will get results of 12th house as well since Mars rules 7th as well as 12th house?
