In this case.. rahu and Jupiter are heading towards each other.... So result will be felt at surface level.. if Rahu and Jupiter was moving away from each other.... Situation would have been better in that case. It's definitely a conjunction.

Yes, since Rahu and Guru are only 1.5 degrees apart, we should treat this as a conjunction and a "guru-chandal" yoga.
Conjunction b/w 2 planets depends purely upon their individual degrees and has no relation with lagna degree (and therefore bhava chalit), if 2 planets are in different houses but are still close, they have an impact on each others' energy, thereby causing a yoga, a similar example of planets being in different houses still impacting each other is that Sun combusts a planet present in nearby rashi given the degree difference between the planet and Sun is less.
